Rules and Regulations for safe power boating

  • Explain relevant International, State/Territory, and local government legislation, regulations and rules for marine activities.
  • Comply with relevant regulations and regulations with the respect to a specific activity.

Carry out trip preparation and planning

  • Maintain the boat and safety equipment to safety standards for power boating.
  • Maintain mooring and berthing apparatus for serviceability.
  • Plan a power boat trip taking into account all safety issues.

Safely operate a mechanically powered recreatonal boat

  • Manoeuvre and handle power boat in a safe manner according to the conditions and legislation, regulations and rules.
  • Navigate a power boat safely in accordance with relevant legislation, recognised regulations and rules.
  • Anchor power boat in accordance with prevailing and forecast conditions and in accordance with legislation.

Respond to boating emergencies and incidents

  • Use safety designed for emergency incidents.
  • Raise alarms when an emergency situation presents itself.
  • Use appropriate procedures to deal with on-board emergency for safety of the boat and all on-board.
  • Assist others in distress.

Powerboat Handling Certificate (3 days, 2 theory + 1 practical. $395, YA members $350.00, No prerequisites!)

The Powerboat Course is run over 3 days - 2 theory + 1 Practical. The course is at Mornington Yacht ClubTheory (Sun 8.30am-5pm Sun 9.am-5pm) Practical(9am-5pm). The cost of the course is $395 or YA members $350. This course is required when obtaining accreditation as Instructor, coach or Race Officer. All successful students can receive MSV Certificates for powerboat licencing.

Plan and Prepare a Powerboat Activity

  • Comply with safety procedures when conducting maintenance including: vessel protection and safety, personal safety and reducing environmental impact.

  • Select suitable equipment for power boating activities
  • Prepare all equipment in readiness for safe power boating activity
  • Plan clothing requirements for a power boating activity to the requirements of the participants and the length of voyage.
  • Plan Provision for a power boat activity calculating the participants usage and boat requirements, including water needs.

Operate Safely a Powerboat

  • Identify and implement strategies to avoid unsafe practices when handling ropes to ensure safey of self and others.
  • Correctly coil, stow and secure ropes to cleats and bollards, bits and samson posts.
  • Determine and demonstrate the advantages, disadvantages of different hitches, bends and knots and use appropriate to the situation.
  • Identify the safety considerations related to the use of correct terminology on a power boat.
  • Anchor power boat in accordance with prevailing and forecast conditions and in accordance with relevant legislation, rules and regulations.
  • Identify the precautions and practices for overcoming potential danger associated with getting under way and returning to berth.
  • Identify the effects of winds and current on maneuverability.
  • Identify fire hazards on board and fire prevention strategies.
  • Determine search and rescue procedures, including drills used in 'person overboard' situation

  • Organise all requirements for a safe power boating activity.
  • Safely get underway, navigate a planned course and return to berth while compling with all related rules, regulations and legislation.
  • Demonstrate power boat handling techniques while adopting minimal environmental impact practices.

Vessel Knowledge

  • dentify the vessel design and construction features in order to determine the factors that effect safety, vessel stability and maintenance requirements.
  • Maintain vessel stability through the implementation of procedures to reduce inadvertent movement of heavy loads and reduce the amount of free water on decks/bilgers and tanks.
  • Determine the short and long term maintenance requirements for particular vessels using knowledge of material used in hull construction.
  • Implement general maintenance procedures of a vessel including maintenance of the hull; rudder and stern gear; standing and running rigging, and engine.
  • Identify the location of safety equipment on board vessel.
  • Demonstrate the correct use and stowage.
  • Identify specific precautions necessary when making a coastal passage in limited visability and implement specific tasks, as designated by skipper.
  • Implement methods to ensure personal safety in conditions of poor visibilty, at night time and during heavy weather in accordance with operating procedures, including the use of life jackets, safety harnesses and lifelines.
  • Demonstrate specific actions to be taken by crew for a 'person overboard' situation in coastal waters, in accordance with operating procedures and skippers directions
  • Identify fire fighting equipment for different types of fires, take measures that the fire fighting equipment’s position on the vessel is known; and ensure (check) that fire fighting equipment is correctly stowed
  • Respond to distress situations in accordance with operating procedures, demonstrate correct care and use of emergency/safety equipment

Safety Boat Handling Certificate (3 days $295.00, there are prerequisites)

Prerequisites:
  • Powerboat handling Certificate
  • Radio Operators Certificate (where required)
  • First Aid Certificate (Including Resuscitation)
  • Relevant License (where required)
This course is run over 3 days. The pre-requisite is a Powerboat Handling Certificate. The aim of the course is to provide participants with the knowledge and skills required to competently handle a safety boat.

  • Direct vessel and supervise crew to right a capsized or inverted sailing boat

  • Manage foreseeable emergencies by assessing risk and determination responses to potential hazards.
